Sorry mate but there is no justifying it. £40 is the price of a brand new full game. I've never seen a DLC that is £40 ever it's just utterly ridiculous. There's really nothing else to it.
Fallout may be a different game but why should you pay equal price for very in equal products, maybe ferrari and skoda should start charging the same they are both cars after all? Bethesda invests 7 years in their product. Bungie invests 12 months at a push.

WoW releases expansions not DLC's there is quite a big difference. Not only is there more content but it is done to a level of quality that Bungie could only achieve in their dreams at the moment. And you can pay whatever you like lol, pay £300 if it makes you feel like a big man :). I still ain't getting onboard with anymore overpriced destiny updates. Dark below and house of wolves were enough disappointment for me. I'd sooner stick with WoW and SWTOR quite honestly, more content but more importantly far higher quality content.
