I don't think Deej or cozmo have any input on what Xur is going to sell at all.

I know. But it's more accessible characters to the general public. I mean technically Skolas doesn't have any input either.

Bungie have a set plan for xur but when people data mind what xur sells they change it so they can crush every noobs dreams. RIP xurs inventory ;(
