No, what changed xbox's mind was lackluster sales. Ps4 whooped then out of the gate. They had to reverse course.

They backtracked when competitors announced they wouldn't be doing this. Microsoft saw the fan reaction, saw that the competitors countered based on fan reaction and canceled that plan. Capitalism. Additionally, the rumor was ps4 was going the same route. Microsoft expected Sony to stand their ground but the reaction was so negative that sony pretended they were never going to that all along.
