Yes.
I'm all about the ToO gear (my Hunter's an Egyptian Pharaoh-ess and will stay that way LOL), and like the Iron Banner, it's gonna have new armor and (arguably) new weapon sets for future expansions. If I can't update my current ToO gear, I'll opt in for the new stuff.
