Your buddy was correct in that all previous IBs the only weapons to drop were the two that had previously been sold by Lord Saladin.
However, Bungie have changed it up and you can have Felwinters Lie drop in an IB match. I think you might have to be at least rank 2 though.
Proof: Check my Titan, has Felwinters Lie equipped and it has that new weapon format (ie, no damage nodes).

I got Felwinters, Radegast and the Auto rifle drop. So yes.
