Well, the level 32 and 34 rotate bosses and burns, so it makes sense he showed up on the 32 PoE. With that said, VoC, Found Verdict, and either a rocket launcher or Corrective Measure work well here. You need the shotty for the detainment fields, but you will need to assign someone in your group to kill the eye as they spawn.
