Because it's gally. Gally everything!!!!
One gally shot, even with the wrong burn is better than one burn shot from any other launcher because every gally rocket is like shooting two of any other. And since burn isn't 2x damage, gally wins.

Burns do 3x the damage. The correct element will do 150% a Gjallarhorn shot.
