Do dailies, run strikes, collect shards, buy legendary vender equipment, level it up. Once your 27 run some normal VOG and collect shards/equipment. Once you're level 30-31, run the normal Crota raid. Collect radiant shards, level up the crota raid gear. Boom, level 32.
