It's still false advertising. That clause is for shit companies who don't give a -blam!- about customers. Why the -blam!- should you ever buy anything based on what they tell you in an advert then, you shouldn't trust anything a company tells you about they're product right?
Not a get out of jail card. I'm happy with what I bought, but I'm sure legal cases exist where plaintiffs had the upper hand because the changes from TOS were too drastic.

The folks that are upset over it are so because what is advertised is not what is being delivered. For me, I would much rather have the arena style experience and all the extra goodies that they're packing in than a Raid. Truth is I don't even enjoy the Raid that much other than the social aspect.
But I can certainly understand why "Read the fine print" doesn't make folks feel better.
I'm not bashing Bungie nor am I defending them. (Hell, they have Activision's "Lawyer Mountain™" they don't need me). I'm just saying try to understand the other person's point of view. What if the HoW announcement said "no activities, missions, story, weapons, or gear. Only a new NPC vendor that sold you wolf-themed hats for your guardian". Would "Content subject to change" cover that? Yep. Would you be okay with it? No.*
*Unless you were one of those "hat" people who love any game that throws in hats.
