Because Elemental guns do less damage if they are hitting the incorrect element type.
EX: My solar Scout Rifle takes forever to break a Fallen Captain's shield (feels like I'm using a nerf gun). My Kinetic Rifle destroys it with less resistance.
Note: same damage, similar stats.
