Because only a handful of enemies have shields. If there is no lightswitch then any shotgun will melt the shield, so using a primary doesn't with a burn matter

Personally I don't like getting close enough to use a shotgun in most situations, but that's just me. At high levels it's just too risky.

Found Verdict on major captains as an arc hunter. Go invisible, walk right up to the butt wipe and wipe him from the planet in 3 shots with Arc burn. Lol, that's with lights with and angry on.

And then the fallen vandals and dregs turn on you and take you out. I just don't see shotguns as a good choice in most PvP situations.

Well sure, to the solo player or the inexperienced. I take out the captains as they exit their spawn, then deal with the snipers. I think you mean pve. It's not ideal, but it's far more fun than sitting in the back waiting for the captain to enter your line of sight, break his shield and hope he'll stay there an extra second for a follow up shot unfortunately with angry he teleports out of your sight instantly.
