Lol, flawed logic, it isn't as simple. 1) On ROC strikes and patrol you basically destroy shields in a couple of shots regardless of the elemental or kinetic damage. 2) You still have your class abilities dealing elemental damage. 3) You still have your special / heavy slot filled with all kinds of elemental damage weapons. Also I'd rather have a kinetic weapon with godlike stats (such as my scout rifle) than some elemental damage weapon that is less effective.
