If I recall story wise the bonds are supposed to actually suppress the warlocks powers and keep them from being consumed by them. At the same time if I recall because of this they actually also act as a kind of conduit for their powers. I think I found this while reading some of the flavor text on one of them. Other then that they don't do anything perk wise.
