You just have to keep doing it.
I've run CE on normal and hard 26 times total (probably 18 on normal), and I've got a single Black Hammer and 2 HoC. Black Hammer seems to be a lot less common from the drops I've observed.
Word of Crota seems to drop a lot though. Have it for all 3 characters.
