This exactly what I was talking about in my post above:
Laws override a companies' terms and conditions.... It all depends on which counrty you live in.
Ex: Lets say they put a term (exaggerating ofc.) saying "if you request a refund, we have a right to kill your first born". However the law states that murder is a crime, therefore making the term in EULA invalid....
Again, I'm not saying he may get a refund or not...just saying it depends on the country you made the purchase.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
