My opinion:
0.95-1.05 Average
1.06-1.49 better than average
1.50-1.99 good
2.0-2.99 very good
3+ amazing
My goal is to hit 1.5 but I doubt that will happen.

1.0, as your kills equal your deaths. However, I would argue for a little variance there, possibly 0.95 to 1.05.
