I got my hunter to 32 with IB boots. My Titan is 32 but all I need is helm from IB and I can be 32 with full IB gear. It's 36 light yes you can be 32 with full IB gear

Post is a month old. Chest dropped in January IB without enough light to get you to 32. Nothing Bungie said would have indicated that it was going to change. so the post is accurate for when it was posted...
