Iron Banner will NOT get you to level 32...
with just Iron Banner gear.
1) To reach level 32, you need the DLC. IB is open to everyone, even to people that don't own the DLC
2) It's been stated that IB will only ever carry two pieces of top level gear capable of getting you to the top level (Currently 32). You will need 2 pieces of IB gear and 2 pieces of raid gear OR 2 pieces of IB gear, 1 exotic and 1 raid piece OR 1 pieces of IB, 1 Exotic and 2 raid pieces. Pre-DLC it was the Helm and Chest that lacked the required amount of light. This time it's boots and something else. So sorry if you were missing boots and were hoping to get it this way.
So it may offer level 32 gear, but not enough to get you completely to level 32.... Good luck in IB....
Lastly; Bungie has stated that they will not make the same mistake in HoW, and make raid gear meaningless with vendor gear. Not sure what they are planning, but I don't think there will be a blanket level increase like last time.
