This isn't the first time IB has come around, you know... So far, after the DLC release, IB as shown up once every 3 weeks or so and has given all the required armour pieces to attain 32 without Crota's End gear. So yes, Iron Banner WILL get you to level 32.

Actually, BP was released in January IB, and did NOT have the required light to get to 32. This post was based on that information...
