Where'd the statistic come from?
And if it's your opinion based off of forum talk, and some game experience, than you might want to take into account the majority of people. You know. The ones that aren't on the forums? That you don't get the chance to play with..?

Wow...after all I wrote all you care about is my statistic...:'( But in all serious I was giving an estimate and a guess. You know, a statement where evidence isn't truly needed. But I do take into effect about all the people who don't use the forums. And I also thought about those who complain. And a majority of the time when it comes to hunters, titans, and warlocks, people complain that it is underpowered.
