I did some comparisons on the same mission boss. Turned out showing
1 GHorn rocket is equal to
1.5 Dragon's Breath or
1.9 Hunger of Crota or
2.7 Hezen Vengence
Yes. It does the most damage of any RL available. Just like how IB does the most damage of any Sniper. These two weapons are king in this game.

Yep black hammer does more damage than icebreaker, but ice breaker is still king

Not true, A maxed BH or LDR does more damage then IB. And they are legendary,
