Talisin, meet Activision.
Activision likes money. More specifically, they like YOUR money.
If there is a way of getting more of your money, Activision have thought about it. From the rip off that is map packs a decent dev can throw together in a couple of minutes and charge money that peons ... er ... players, yes players, will pay for to releasing the same thing every year those very same .... players .... keep paying for.

If they think they can get away with charging for a raid then i'd bet my mutant third testicle that they will charge for it.

I repeat all businesses will do this so they can make more money. Smart businesses put some back into the product to make it even more appealling to more consumers not take stuff out.
