Did anyone else have any issues where the tower would be completely empty when spawned in? Most times I went there it would be empty besides the NPCs. The only time it had players in it was after first loading up the game or after going back into orbit and reloading the tower several times until I saw other people.

Once or twice, but I play pretty late at night.

I played late at night too, but I'm 100% sure it was a glitch that was preventing me from seeing other players there and not just the tower being empty. At one point I just kept leaving and going back to see if I could fix it and it worked. It's just a really annoying bug...
