I think this is true what you said if what i'm about to say is not wrong :)
But i bet you can't have 2 same item in the same phase of loot ? so if you kill the templar you will not reveive 3 vengeance of heze :p
So you clearly get a better chance to have somes other loot :)

It's possible to get two same items from a boss, I killed Atheon on my warlock on hard and got a Vex, two warlock helms, and a sparrow.

Unfortunately you can. That is one reason we know both reward sets come from the hard mode pool. I've gotten two found verdicts for killing the Templar before. Others have received two helmets from atheon. The hard mode loot table is more "rewarding" since there are better items in it. So having two item sets pooled from that table, as opposed to one from normal and one from hard, is how to try and get better rewards.

When you complete the checkpoint and it generates loot, I think it is picking the value of the clock at that exact millisecond and repeating it twice because bungie doesn't seem to be able to figure out how to make it truly random. This would explain why I doubled up on shards and energies after every point and chest in hard mode.

well disapointed...that really means that bungie are such a big newbie in a systeme of "mmo" and worst when they can have some help from activi$ion-blizzard. how the -blam!- i got 7 armor shader form the raid... this should be unique from character...
