So I've been thinking maybe if they tone high impact hand cannons down a little notch, maybe a 4-shot kill minimum, maybe something else like lower rate of fire; that this would be okay. [b]IF[/b] Bungie also slowed [b]high rate of fire low impact[/b] pulse rifles time to kill in addition. Then there's [b]Mida[/b] of course....
I think these 2 tweaks could help out with balancing just the last few things that are pretty nuts and make primary gunplay more diverse.

[b]EDIT:[/b] It seems people are assuming I'm calling these weapons overpowered. I don't mean this at all. I simply mean that HRoF pulse rifles, and high impact hand cannons outclass other weapon types by such a deal that there are some useless weapon archetypes.

last time HCs got tweaked they were almost non existent in Game because they were trash in comparison to everything else with just that slight tweak. What you're proposing would destroy them.
