last time HCs got tweaked they were almost non existent in Game because they were trash in comparison to everything else with just that slight tweak.
What you're proposing would destroy them.

That's true. They were nerfed into the dirt. So perhaps other weapons need changes rather than hand cannons and HRoF pulse rifles.
