Why is leveling in the Division so difficult?

I'm still stuck at level 13 and I can't find any missions that are my level that aren't completed. Hard mode missions are there but they don't give nearly as much xp. Am I missing something? I just want to play the DZ with my friend without being 7 levels lower than everything.

  • The map is broken up into districts. Clear the entire district before moving on to the next one. Do all of your encounters, side missions, and story missions then move onto the next district. I was 30 by the second to last story mission.

  • If your on xbox I don't mind power levelling you, I did similar for a few friends where they join a lvl 30 hard mode mission with me and I basically just run it solo as I would do anyway, they get loads of xp for doing nothing basically. Or wait for one of your friends to complete all side missions and then join them while they fast travel to each safe house completing the new side missions and you will get 60k Xp per mission

  • It's a grind. You have to unlock each safe house then do the side missions for that zone. When you complete the 3 in one area another unlocks and gives you some bonus xp. I went a different route as grinding was boring for me and match made the higher level missions. It was tough but I was support class so I wouldn't be as much of a hindrance to the team. Check your gear drops too. If xp is your focus try to keep stuff that gives a boost even if you take a hit in stamina or dps.

    Goes with any game that has em.. sides. Do your side missions, always. I was playing Diablo 3 yesterday and opened up my game to the public. 3 guys promptly join, and 2 of them seem to have a clue how to play. Reason I say that is because they journey to every area on a given floor and don't just go straight for the objective. The third guy ran ahead to the boss fight we were at WAY before the 3 of us got near it (we were in a group, he split off and was slightly underleveled). He died because once you start a boss fight, access to the room is denied to anyone not in it when the fight starts. After he died, I emptied his spot up lol..

  • Do main mission, side quests to level up. And I didn't realize there was more map right of the dark zone for a couple days

  • Play side missions until you get to the minimum level for a story mission, then play that. Also, encounters don't give you a lot but doing all of them in an area and all side missions grants an xp bonus at the safe house of that area.

    • As everyone else said side mission to lvl up for a main mission and then move onto the next area and repeat. Also you can play missions underleveld with your friends and although you will be kind of useless you'll level up faster. I was lvl 14 and my friend was 19. I gained four lvls playing with him in two hours because the enemies scale up.

    • Do all the side missions in each area. Levels you up insanely fast.

    • Go to a safe house and talk to the JTF officer to get missions also interact with the bulletin boards there too for even more missions. When out in about the city look for echos, cell phones, field reports etc collect them to gain experience

    • Go to each safe house in the map. Talk to the commanding officers of those safe houses. You'll unlock loads of side missions. You'll get XP from each side mission and if you complete each mission in the region (box around each area) you then get gear and more XP. Not to mention all the encounters too. Or get someone level 30 to boost you up.

        • So as many side missions early as you can. They offer a lot of xp and there are tons of them. Go unlock all the safe houses you. An as well and make sure to talk to the jtf officer so you can unlock more.

        • Have you discovered all of the Safe House's so far? Make sure to do all the side missions in each area as well and always return back to the Safe House afterwards. I sometimes before would forget to go back to the Safe House after completing so..

          Side missions and encounters, keeping opening up part of the home base wings when you can, new missions open up. Opening the safe houses in each area and talking to the JTF guy in there will give you new side missions for the area. Looking at the board will give you new encounters for the area. Clear the areas in order you can rank up pretty fast. Don't worry too much about gear when lower levels just equip anything that's higher than you have that drops. Probably get through all that in 20-30 hours

          • All I can suggest is equip items that have any increased kill xp other than that just play in a party cause kills by the group give xp to everyone within even if you don't shoot the one that just got killed

          • Discover every safehouse and do all their sidequest, they'll give you decent XP.

          • Every time I unlock a new area, I do all the side missions and then move on to the main mission. I'm about 2 levels ahead of the curve atm. As for your problem, look at each of the safe houses, one will have a side mission. Head to it and speak to the main dude there to get the side missions for that area. Do those until you are the right level for the next area.
