Go to each safe house in the map. Talk to the commanding officers of those safe houses. You'll unlock loads of side missions. You'll get XP from each side mission and if you complete each mission in the region (box around each area) you then get gear and more XP. Not to mention all the encounters too. Or get someone level 30 to boost you up.
