Ahem, this is not a Bungie issue. The issue tails from a bug with the licenses on The platform this is not a Bungie issue therefore asking for an official Bungie response is like asking the president why your donut came without sprinkles when you asked for sprinkles. Contact Microsoft/Sony support and tell them you are having issues with a license transfer and they'll do everything in their power to help you get everything up and running.
Sorry to burst your bubble about this whole "Bungie is filled with money grabbing dicks" but this isn't their issue they only make the game, Microsoft then purchases a License which is then ordered to you to play unless ToS are violated and in which case they can strip from you the license. And yes this is legal.
