The developers know that if you could get lvl 32 kit and 331 weapons from VoG that a lot of players would never have even bothered with the Crouton's Endparts raid since it is a bullet sponge fest instead of a test of communication and team work like VoG. I have two sets of 32 CE gear in my vault and I run 31 because I don't like my titans looking like a turd made from eating a pine cone.
