I rarely spawn into an instance with enough people to run it and since it's not match made, I hadn't bothered in quite some time. I hoped the quest would populate the public spaces a bit more so I could try for a heroic clear, but that didn't happen. It's a waste of my time to run it with too few people to clear it and for no rewards. It does nothing for quest progression either since you need to clear it successfully and that isn't happening. Best of luck to everyone who wants to grind this. I will simple wait for it to be done and pick up the next step when that happens.
