I think it's just a ploy to give us crappy weapons and make us have to use them. Otherwise they would have to make new weapons better which is hard.

  • I think they should add more perks that work together with each other. Something like shield disorient combined with a new perk that temporarily increases weapon damage for your next shot. Or more unique perks that pair with specific weapon types, like boxed breathing or firing line. Something like that.

  • There's probably a lot they could do. But they would have to keep upping themselves each time a new batch of weapons come out. At some point, they will just be out of ideas. Then the cheap way of making something better will happen, make it do more damage. That's what they get with this capping. It will make newer weapons only better because they do more damage.

  • At this point its either buff, nerf, fix, or this. If they nerf the damage dealing perks more than they already have there will be an outcry. Nerf strong weapons and people will only complain again, izanagis burden is a perfect example, but I think now that it's nerfed damage is hit just a bit and the reload is hit a by a wide margin part of me thinks it was primarily meant to be used against tanky boss enemies and pesky yellow bars, not raid bosses. Buff something too much and it makes everything else look obsolete by comparison. To me this feels more like a last resort of sorts for the dev team. They knew they were getting backlash by announcing these changes.
