I don't think time distortion on Venus makes sense. If you read the grimoire cards on the Vault and the stuff inside the vault, it says that the Vex cannot manifest that power outside the vault. So it's safe to say that the power is "contained" and wouldn't leak out.

A fair point, but who's to say a leak was sprung and while they're fixing it it has some interesting results. That or the future and past Vex are on Venus to fix the leak.
