Let's say you go to a cafeteria for lunch and you pay $5 for the base lunch that you know does not come with dessert. Then at the end of the line you see that they have dessert on the cafeteria line for $1 extra. Do you complain that the dessert is already on the line and ready and should be free with your meal? You don't own the game when you buy a video game. You own a license to play the content that is made available to you. You were never advertised that you would have access to the DLC and you knew that the DLC would be extra. Even if it is 100% on the disc which it is not, you don't own the license to that content, and therefore cannot legally access it without paying for it. If your confused on this read Bungie's EULA. Another example. You pay a yardworker $20 to mow your lawn. He says it will take about an hour and you agree to those terms. Now the yardworker finishes up the lawn in 45 mins and tells you that he can use the 15 minutes to trim your hedges for $5 extra. Would you argue that the hedges should be trimmed for free because the guy has 15 minutes left even though the original agreement was just for mowing the yard? You could argue that trimmed hedges compliment and fully complete the yard looking neat and without the hedges trimmed the yard would not be complete. Another real world example that your probably using right now is Windows. In Windows 7 when you buy the disc and license key the disc has all the different versions of Windows on it. Home basic, professional, ultimate. If you buy the home basic disc and put int the home basic license though you don't have access to the content that makes up the ultimate version. Only if you buy the ultimate license key will you be able to access those things on the disc. If you don't own the license then you can't access the content.

What your saying makes perfect sense and some people understand this but what's got everyone angry is that there was very little content in the game. You may say that there's already a lot of content but it's not where it needs to be...The story is what's has people angry. Stories are what connect people to thing because they can relate to it. People cannot relate to destiny in a way the can relate to a game like Last of us or Elder Scrolls which has a lot of story content. Without story all your left to do is enjoy the game play which equates to repetivness.
