Perhaps not OP in the general term, but they do have a HIGHLY advantageous super that can be used without skill, and under a skilled player I can see why this would be popularly flagged as OP.
Yes, the hunter may be "squishy", but this is not the same concept it is in RPGs in regards to warriors and wizards. The difference is there, but in crucible it is NOT a major difference between 1 shotting a hunter over a warlock or titan.
And the super takes MAJOR advantage of ANY kind of lag. I have seen numberous matches where a bladedancer running around shanking people, and lagging, decimated an entire map, and while everyone playing visibly saw the hunter take rockets, melee hits, etc., never once lost shield, much less came close to dying.
Likewise, unless you have a good distance between you and the bladedancer and have time and range to get off a high dmg headshot (which is nigh impossible) the auto-targeting super will win out.
I firmly believe this super should not be an auto-target you can button mash in terms of balance, however, this is strictly opinionated from my viewing of the game.

Which supers are you calling panic supers exactly? 2 are defensive, 2 require aim, 1 is a quick aoe death shot, 1 is a button masher auto-target with regen. If you can construct a solid argumentative rebuttle with more than panic and lmao, by all means. Though from you oh so witty commentary, I doubt this is possible.

Fist of Havoc - lengthy animation, 1 shot, short range aoe Nova Bomb - lengthy animation +travel time over distance, 1 shot super-grenade Arc Blade - duration based, auto-target, mobile Comparatively, if you consider these three the "super supers", the "panic" supers lose if by nothing else requiring enemies to be within the blast zone where as arc blade can cut down a group in a given area, expanded upon by the hunters ability to quickly chase anyone not inside the initial kill zone, and, cut around walls/corners in the event someone was outside of the blast radius created by a "panic super". If you're calling them "panic supers" based on the ability to quickly clear out a horde around your toon, arc blade falls in the same category and expands upon it my adding additional radius and mobility during the duration of the effect. Again, had serious doubt about your ability to come back with an constructive argument.

Arcblade has a lengthy animation as well, and it's auto target is hardly anything to brag about, they way the camera goes into third person you have to turn the camera and aim. And you can move with it but others can run away from you, if you jump you can avoid it.
