If my math is right, he was attempting to join an hour after the moon mission was revealed as of which time I was also attempting to join. If there wasn't a bug then me and him would've been paired up and waiting for the other 10, but it stayed at 1/12 people.

the moon mission was up and quite full for me the entire 2 hours it was up, even into overtime a few minutes ( mission completed at maybe 20 after?) as well i think the server at least tries to matchmake by region to keep latency under control, but idk. i also tried to join IB at about 20 mins before the moon access ended and got no other players wich was where i figured everyone was on the moon. as soon as i was back in orbit again and the moon locked though i joined straight into one, i think it was maybe half past the hour.

Only a few months late. >_> Nah, man. The Xbox One in general was having massive issues when Bungie opened the Moon. Party chat wasn't working. Friends list wasn't working. Any of the apps weren't working. Trying to connect to other players failed. I was literally alone on the Moon, not connected to any other Guardians. Attempting to join the Iron Banner proved futile for me, as well. I know I wasn't alone in this---Friends that I keep in contact with over other mediums were also having the same problems.
