Still an active bug. It's not a matter of correct instance. I launch the mission from Quest Log>Details>"Launch" button. So it should be taking me to that instance. It takes me directly to the Hangar, the quest advances and tells me talk to Amanda, Amanda Holliday is where she used to be/should be. When you talk to her there is no options, just an empty vendor section. I've restarted the game, Checked files, all that good stuff. If I missed something let me know but this seems like a genuine game breaking bug that's been around for at least 4 years now.
