Hi there. That is how Collections were introduced and hasn't changed. It's there to track what items you have acquired throughout your time playing D2. While copies of most armor and weapons can't be pulled from Collections, they at least help you know what you've gotten and what you're missing. All exotics, sparrows, ships, ghosts, emblems, etc. can be pulled out of Collections. Armor you've acquired at least once can be turned into a Universal Ornament you can apply on any of your other legendary armor from the Appearance Customization menu. You just need synth material by completing Ada-1's bounties to unlock armor as ornaments.
