I have the same issue, and I've seen someone else having this issue as well - no idea what the root of the issue is. I tried reloading into the tower several times hoping it was just an instancing problem with no luck. Hopefully someone responds with an answer

Yeah I tried reloading the tower as well. Amanda's vigil decorations are physically gone as well so not sure if that was on purpose or what.
