Exactly what is being deleted? Either way, it sounds like an issue with your console's storage. Nobody else is reporting this issue, so unfortunately it's possible it's an issue with your device.
Also, given the fact the PS4 was released 10 years ago and hard drives only last for around 5 years, it's totally possible your console's hard drive is faulty.

So it’s literally only content pack 1 2 and 3 getting deleted all the other content packs aren’t deleting its literally only those 3 I’m not having this issue with any other game. It started doing this last night I’ve had to download it 2 times and I’m able to log in and play the game but once I close the app it makes me redownload those content packs I really don’t know what to do and I have a ps4 pro so it can’t be the console but yea idk

Your hard drive has likely developed a fault given its age (around 7 years) and the fact hard drives only have a lifespan of 3-5 years. Either way, you will need to contact PlayStation for support as this is an issue with the console, not Destiny.
