Because platforms want their cut of the sale. Take it up with them, they're the ones saying no, not Bungie.

Even if they get their cut of the money the DLC should still be linked to the Bungie server, not the platform since you have to log into the bungie server to even play the game.

Okay, Steam says that i purchased the license for the DLC, but bungie is the one confirming that i have own the license via me login into the server. They can keep track of this and show it in the account information section on the bungie website. What is stopping them from allowing me to use the content that they can clearly recorded that I purchased. Would that be the license of owning the content that bungie produced and has access to?
