I have been unable to obtain a bound presence for step 2 of the Bound in Sorrow quest. I think I did not receive a bound presence the first time I spent 500 vestiges of dread at the nightmare harvester because my inventory was full. After clearing up space in my inventory, I have done the whole process several times; collecting 500 vestiges, completing all three tiers of containment, spending 500 vestiges at the nightmare harvester, even doing so after the weekly reset and I still can't complete this step.
