Hey,
Looks like you have done almost everything you can do to eliminate a problem on your local end, I would call your ISP and check with them if they are blocking the routing to Destiny 2 servers or if they have heard of any other reports of issue's with Destiny servers.

I'm getting the same issue, so i doubt that both our ISP's are at fault
