You seem to have set up Cross Save backwards by choosing Steam as the Active Account instead of Xbox where your characters are.

Like I mentioned above, don't disable Cross Save while you wait, otherwise Bungie won't be able to switch your Active set and you'll have to wait 90 days before you can try it again. And I'm sure you wouldn't, but don't purchase anything that includes a Season Pass or Silver, as doing so would bind those items to your Steam characters (or lack thereof) rather than your Xbox characters. Besides that, there's nothing else you need to do or be aware of.

I purchased silver about two weeks ago on my xbox account, would I be able to get my account back with this factor in play or no?

That would be up to Bungie to decide. They do have a system in place to prevent deactivation of Cross Save for 90 days after purchasing Silver, but since you just need your Active set switched, I'm not sure if that is a factor in this situation. Just be honest with them in the form and they'll assist if possible.
