As usual, with laptops the first thing to check out is possible overheating, that makes the CPU/GPU throttle down.

It is certainly possible, but a desktop should usually have better overall cooling.

Hi. My seems to be keeping the temperature around the 70degrees mark, but my GPU is maxed out at 2000mhz - is this normal? It sits at this level even when I am on the Guardian selection title screen...

No, it's not normal at all that your GPU goes full max at a selection screen; that way it will certainly overheat.
