So the way I fixed it was making a new character and following the new light quest until you meet the drifter. Once you meet him complete the opening gambit quest and than once everything is completed and you can see his bounties check your collections and the emblem should be there but this new character you created must have been created after Shadowkeep otherwise it won’t work.
