Back in D1 rise of iron when we had tier 12 level quality stats for armor. The WotM raid armor had a perk which re-rolled armor stats (maintain the amount of stat distribution available) at the cost of materials acquired by doing the raid.
Armor 2.0 gives us full control of the perks and transmog the appearance. So the RNG in armor 2.0 is the total base stats to an armor piece and the distribution to the 6 stats. I propose the re-roll perk maintain the total base stat amount and the redistribute the points across the base stats.
For armor earned once a week per character, I think it would be a fair trade off to give this exclusive perk to end-game gear.
This gives a level of replayability to raid content. (Although I'm positive bungie is planning to put an exotic weapon/ship drop at the end of raid that's going to have people farming/crying for 1 week to 6 months to obtain)

They're already separating appearance from stats, just go grind for more armor.
