I fail to understand how that is better (for everybody else) than a ban.
What they need is better detection and more people to report cheating.
If a cheater gets banned the first time, he already loses ALL his loot.
It's pretty bad already, but if he tries again with a new account, and gets banned again, he's not even going to bother anymore.
If they fall under a different category, it's an outlier.

The problem I see, at least for reporting them, is that a lot of the time its lag and not cheating. I have seen a lot of strange schit go on, and never reported it, simply because I saw it as being lag, and not cheating. Some cheating is obvious, but I think most has to do with connections.

Yes, i understand all of that. But two things: 1 - You SHOULD report people for lagging. It's unfortunate that not everybody has the money, or lives in a country with accessible technology, to have good connection. This, however, shouldn't impact my experience, and being a P2P game, it directly does. Not by chance, this is bannable by Bungie's own rules, so if somebody is lagging terribly, please, do report them. Second, what i fail to understand is that "shaming" somebody is going to be more effective than actually banning them.

The thing about lag, is I am unsure of the actual cause at times. I remember in D1 where you could see your connection strength, there were times I would go red bar. The thing is, I have Spectrum cable internet at the highest speed available, and I am hard wired. There was no reason for me to go red. It never lasted long, and usually happened when somebody that was red bar and lagging bad would be near me.
