Yes, it has random rolls, even if it is not stated on the item itself.
As far as getting it replaced, it's Bungie's policy to not replace dismantled items:

Yes, as I stated in my post, I am fully aware of this. But no, it was not my 'choice'. My 'choice' was to buy the weapon from Collections, which the game told me I could do. I've made plenty of mistakes dismantling weapons in the game and yes, that's my fault. In this case however, I was unfortunately misinformed by an error in the game. So this is not 'accidental deletion'.

You assumed such because the item didn't say it couldn't. There is a difference between something saying you can and something not saying you can't. You are also correct, it wasn't an accidental deletion; you purposefully dismantled it. Your choice to do so was caused by an assumption you had because specific text was missing from the item. I understand your frustration with this fact, but it's too late to do anything about it. I know you want to hear something different, but there's nothing different I can tell you. The item is gone, and as per policy, is not being returned. There's nothing else I can say or assist you with about it. You'll have to play and hope for another one to drop with those specific perks.

Holy crap dude. I guess there are people on here who just absolutely cannot possibly take any tiny criticism of the game that they personally identify with. It's a BUG. Just a small one yes, but it's a BUG. The game was wrong, in this one instance. And it cost me a weapon. I also now know that if anything should go wrong with my game in future, I will have no way to report it or have it acknowledged, let alone resolved. No support ticket system, no support period. Sorry my friend, I'm afraid it's not perfect.
