In order to enable cross-save, you must authenticate every account attached to your Bungie.net profile. Even if you don't intend to play on Xbox One, you still need to authenticate it, since you have it attached to your Bungie.net profile.
After you authenticate your accounts, you'll be able to continue the process and get everything set up properly.
